This is a project position responsible for BART contracts and will
end once BART Phase II is completed.
Definition
Under direction, a Senior Contracts Administrator supervises public
contract administration activities, particularly those for the
services of architects and engineers (A&E); and performs highly
complex contract administration work.
Distinguishing Characteristics
This advanced professional is the working supervisory level in the
series. Incumbents supervise professional, support staff and
consultants in addition to performing highly complex contract
administration work. This class is responsible for a major
functional area or program and must use substantial judgment and
initiative in resolving problems and making recommendations,
particularly regarding the development of procurement strategies,
the determination of contract types, and the development of
strategies for contract and dispute resolution negotiations. This
class works closely with VTA's Legal Department. The Senior
Contracts Administrator is distinguished from the class of
Contracts Manager in that the latter has overall responsibility for
VTA contract administration activities.

Essential Job Functions
Typical Tasks
* Supervises and reviews day-to-day contract administration
activities;
* Plans, assigns, directs, and reviews the work of assigned
staff;
* Selects, supervises, trains, motivates, evaluates and disciplines
staff;
* Personally performs professional contract administration work of
a highly complex nature;
* Assists subordinates in the development of contract, amendment
and dispute resolution negotiation strategies;
* Leads complex negotiations when needed;
* Determining appropriate contract types, fees, terms and
conditions;
* Analyzes and reviews contracts to verify funding, work
statements, performance periods and deliverables;
* Conducts cost and price analysis;
* Conducts or assists subordinates in conducting pre-proposal
conferences before large groups;
* Prepares or directs the preparation of various periodic and
special reports;
* Interprets and applies public contracting principles, applicable
laws, regulations and policies and procedures;
* Performs related duties as required.
Minimum Qualifications
Employment Standards
Sufficient training, education and experience which demonstrates
the ability to perform the above tasks and the possession of the
following knowledge and abilities.
Development of the required knowledge, skills and abilities is
typically obtained through training and experience equivalent to
graduation from an accredited college or university with a degree
in business administration, purchasing, economics or a related
field, and four years of experience performing advanced level
contract administration activities, particularly with A&E
contracts and Cost Reimbursement Contracts, one year of which must
have been in a lead, supervisory or management capacity.

* Public contracting principles, procurement strategies, various
contract types (Cost Plus Fixed-Fee, Cost Plus Award-Fee,
Fixed-Price Incentive, Cost Plus Incentive-Fee, Time and Expenses,
Firm Fixed-Price and Cost Sharing) proposal preparation, proposal
analysis, cost and price analysis, overhead rate analysis, contract
change processing, and dispute resolution;
* Applicable local, state and federal laws, rules and regulations
governing public contracting, particularly those regulations
relating to procuring the services of architects and engineers;
* Accounting principles and practices;
* Cost estimating practices.
Ability to:
* Supervise and lead complex public contracting activities;
* Supervise, train, motivate, evaluate and discipline staff
personnel;
* Perform highly complex contract administration work;
* Develop procurement strategies for major projects or
programs;
* Analyze situations, identify problems and recommend
solutions;
* Determine contract types, fees, terms and conditions;
* Conduct cost and price analysis;
* Assist subordinates in development of contract, amendment and
dispute resolution negotiation strategies;
* Lead complex negotiations when needed;
* Review and approve Statements of Work, contracts, proposed
contract change requests;
* Conduct or assist subordinates in conducting Pre-Proposal
Conferences before large groups;
* Interpret and apply public contracting principles, applicable
laws, regulations and policies and procedures;
* Prepare or direct the preparation of various periodic and special
reports;
* Communicate effectively both orally and in writing;
* Establish and maintain effective relationships with those
contacted in the course of work.
