Job Title: Senior Business Analyst Location: Santa Clara, CA (Hybrid – 3 days onsite) Job Type: Contract to Hire Overview We are seeking an experienced Senior Business Analyst to support Land Management initiatives for our client in Santa Clara. This hybrid role is ideal for a professional who thrives on collaboration, has a background in vendor-managed systems, and understands the full application lifecycle — especially within government, permitting, or public service domains. Top Skills & Experience Needed: 5 years of Business Analyst experience Hands-on experience with Vendor Management applications Strong background in application integration and feature enhancement Full lifecycle implementation experience with COTS (Commercial Off-The-Shelf) systems Familiarity with Land Management Systems (Permitting, Work Order Systems – highly preferred) Strong leadership and mentoring capabilities Role Summary As the Senior Business Analyst – Land Management, you will act as the key liaison between business stakeholders and the IT delivery team. You'll be responsible for gathering business requirements, managing documentation, supporting system implementations, and overseeing user acceptance testing for the City’s Land Management, Permitting, and Work Order Management platforms. Key Responsibilities Strategic & Technical Leadership: Elicit, analyze, and document business requirements from stakeholders Collaborate with vendors and internal teams for solution design and delivery Lead planning activities, feasibility studies, and application evaluations Translate business needs into clear documentation (use cases, workflows, data models) Manage small to mid-sized initiatives from requirements through implementation Support integration and configuration of enterprise applications Oversee system testing, training development, and user documentation Provide production support and troubleshoot system issues Collaboration & Communication: Build trusted relationships with business users and IT stakeholders Conduct regular meetings with stakeholders to review status and gather feedback Provide timely updates, manage risks, and drive solutions proactively Promote a collaborative team environment with open, effective communication Qualifications Bachelor’s degree in Business, IT, Computer Science, or a related field (or equivalent experience) 4–6 years of progressive experience as a Business Analyst Previous experience in local government or public sector (strongly preferred) Experience with COTS Land Management platforms (e.g., Accela Civic Platform) Familiarity with Work Order systems (e.g., Lucity – a plus) Knowledge of SDLC methodologies, requirements documentation, and testing practices Proficiency with Microsoft Office tools, especially Visio and Project Why Apply?
