This position may be filled at either the Staff Attorney I, Staff Attorney II, Assistant Counsel or Senior Assistant Counsel level.

Staff Attorney I

Definition

Under direction of the General Counsel or a more senior level attorney, the Staff Attorney I performs a variety of general legal tasks in the areas of labor, contract, civil, and administrative law; provides assistance in litigation; and performs related duties.

Distinguishing Characteristics

This is the entry level classification in the professional attorney series. Incumbents serve under the direction of the General Counsel or a more senior level attorney. This class is distinguished from the higher level Staff Attorney II in that this class performs basic legal work in a learning capacity, and is expected to work more independently as experience is gained.

Staff Attorney II

Definition

Under direction of the General Counsel or a more senior level attorney, the Staff Attorney II performs specialized legal work in the areas of labor, contract, civil, and administrative law; represents VTA in complex legal matters; and performs related duties.

Distinguishing Characteristics

This is the full working level classification in the professional attorney series. Incumbents serve under the direction of the General Counsel or a more senior level attorney. This classification is distinguished from the higher level of Assistant Counsel in that this class performs less complex legal work and would not typically serve as primary counsel on an assigned case.

Staff Attorney I

Typical Tasks

* Researches, analyzes, and prepares a variety legal documents including contracts, pleadings, opinions and briefs;
* Provides assistance in litigation by preparing legal documents including motions, complaints, responses, pleadings, interrogatories, and related documents;
* Provides contract assistance to VTA staff by preparing, reviewing, modifying, and approving legal contracts and related agreements;
* May appear before courts and administrative tribunals to represent the agency's interests;
* May work with outside agencies, law firms, and individuals regarding agency business;
* Reviews and researches legal questions, statutes, regulations, and pending and current legislation; evaluates impact on agency operations;
* Performs related duties as required.

Staff Attorney II

Typical Tasks

* Researches, analyzes, and prepares a variety of legal documents including contracts, pleadings, opinions, and briefs;
* Prepares complex legal documents including motions, complaints, responses, pleadings, and interrogatories for VTA litigation purposes;
* Provides contract assistance to VTA staff by preparing, reviewing, modifying and approving legal contracts and related agreements;
* Appears before courts and administrative tribunals to represent agency's interests;
* May work with outside agencies, law firms, and individuals regarding agency business;
* Reviews and researches legal questions, statutes, regulations, and pending and current legislation; evaluates impact on agency operations;
* Investigates claims made against VTA; researches case law and prepares responses;
* May represent VTA in labor arbitration proceedings;
* Performs related duties as assigned.

Minimum Qualifications

Staff Attorney I

Employment Standards

Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to possession of a Juris Doctorate from an accredited law school. Experience in a public agency or private law firm is desirable.

Membership in the California State Bar, or the ability to become a member within six months of appointment, is also required.

Staff Attorney II

Employment Standards

Sufficient training, education, and public or private sector legal experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to possession of a Juris Doctorate from an accredited law school and one year of professional legal experience in a public agency or private law firm.

Membership in the California State Bar, or the ability to become a member within six months of appointment, is also required.

* Present legal arguments clearly, persuasively, and logically;
* Negotiate and draft contracts and agreements;
* Interpret and apply laws, rules, policies, contracts, and guidelines related to VTA affairs;
* Conduct legal research;
* Establish and maintain effective professional relationships with agency personnel and other attorneys, as well as with local officials and the general public.
