Senior Director, Global Wireless Policy

Job Description:

Aruba a Hewlett-Packard Enterprise (HPE) company is seeking a talented leader to own, define and execute the ongoing global program of policy work in support of Arubas product portfolio and business strategy. Spectrum and telecommunications policy is the principal focus of this position but the scope of responsibility encompasses all aspects of Arubas business at the global, national and state level. This position reports to the Aruba Wireless CTO, while also having indirect responsibility across all of HPE for any SKU with a radio. The role will direct and coordinate activity of the existing Aruba wireless policy staff and external contractors, while also working to further grow the size and capabilities of the team to take it to the next level.

Aruba is the second largest worldwide provider of secure network infrastructure to enterprises, service providers, educational institutions, hospitals, civilian government agencies and military services. Our radio products include a range of radio technologies spanning unlicensed, shared and licensed spectrum, each with its own unique policy implications and associated standards development organizations (SDO). Our wired products span a full edge to core switching family as well as a leading SD-WAN solution and various other product categories.

The successful applicant will have a wide dynamic range, able to think and present and execute at both a business and technology level. He or she has a technical background, with deep understanding of the system architectures of modern enterprise networks. In addition, this individual has significant experience working externally with enterprise business & IT leaders, national telecommunications and spectrum regulators, elected members of legislative bodies, and peers at technology ecosystem companies. He or she has experience collaborating with a global government affairs function on matters of technology and spectrum policy, and in that context would own the successful multi-year partnership between HPE Corporate Affairs and Aruba.

In the course of working on spectrum policy matters for the last five or more years, you have become an expert on the global spectrum regulatory architecture, and have developed a fine-grained understanding of the national regulations governing the major bands used by IEEE and 3GPP technologies in key countries. You have built effective and referenceable working relationships with key policy and technical decisionmakers at those regulators. While not an attorney, you have demonstrated experience working with communications law firms and outside consultants to conduct advocacy campaigns on spectrum policy related matters. Of equal importance is your ability to work closely with business development, engineering & product management leaders to translate spectrum policy into demonstrable prototypes, and eventually into shipping products.

This individual will work closely with Arubas PLM, engineering, corporate development and standards teams. That work will consist of achieving favorable outcomes where business or product strategies have policy dependencies, as well as ensuring the timely market delivery of products that take advantage of new regulatory opportunities such as new spectrum bands. The successful candidate will also work closely with Aruba sales leadership at the national and theater levels to identify, execute and achieve policy outcomes that grow Aruba revenue opportunities.

To successfully work with these various functions, the successful applicant will have five years or more of experience leading a global wireless standards team that participates actively in IEEE and/or cellular communities. And you have demonstrable experience coordinating with PLM and engineering teams for targeted improvements in a policy context, as well as demonstrable success building coalitions to deliver such improvements.

While virtually all of Arubas wireless revenues today are derived from products employing mid-band unlicensed spectrum, this role is broader in scope and ambition. You will set and drive standards & regulatory priorities for spectrum from 100 MHz to 100 GHz and beyond, for both Aruba and HPE, and for unlicensed and licensed and shared bands as dictated by our company strategy. You will be a key leader in strategic planning exercises to define roadmap for radio-based products, as well as non-radio products with policy dependencies.

Role and Responsibilities

  • Strategy and Executive Engagement:
    • Define Aruba and HPEs policy interests. Drive executive awareness at both Aruba BU and HPE executive levels of TAM expansion opportunities as well as financial or other risks from adverse policy outcomes
    • Drive and maintain Aruba and HPE five-year radio spectrum strategic plan working with all stakeholder BUs
    • Drive and maintain Aruba policy strategic plan spanning all products as well as policy-dependent new business development roadmap (e.g. E-Rate, legislation funding telecom infrastructure)
    • Grow the level of Aruba investment in spectrum & policy activities over time
    • Manage program budgets (both internal and partner-pooled), external advisory firms & consultants, allocate resources, supervise execution
    • Present regular briefings to e-staff on program objectives, status, strategy, threat landscape, roadblocks, resource requirements, and ROI
  • Spectrum Policy: Own, define, and execute all aspects of Arubas strategy to open, retain and defend spectrum for company products & services
    • Strategy
      • Drive roadmaps for advocacy, policy, technology and relevant standards with key partners
      • Define Arubas policy and technical negotiating positions, working with relevant BU leadership to reflect current & future product objectives
      • Identify active or emerging threats; challenge opposing party or adverse national administration positions; refute adverse technical and market studies
    • Advocacy
      • Ensure Aruba attendance at all relevant national, regional and global regulatory and standards meetings necessary to achieving policy objectives. Commission and direct the supporting program of policy and technical contributions in support of Aruba and/or HPE objectives, leveraging both CTO and external resources as appropriate.
      • Present Aruba positions to national regulators and elected officials globally (leveraging our worldwide government relations footprint); Testify before relevant legislative committees as appropriate; Identify and staff opportunities for Aruba to join key national advisory panels (e.g. CSMAC)
      • Define and drive external awareness campaigns, working with internal and external assets; Give media and analyst interviews in close coordination with Aruba Marketing and HPE Corporate Affairs
      • Leverage CTO resources and ecosystem partners to conduct studies, simulations and/or empirical measurement campaigns in support of coexistence solutions
      • Lead incumbent outreach effort, coordinating both policy and technical level engagement to accommodate concerns and overcome objections
    • Product Development
      • Help drive internal NPI and GTM planning to ensure Aruba is first to market with complete solutions that can leverage new mid-band spectrum
      • Partner internally with PLM and engineering, and externally with key ecosystem partners to specify and implement coexistence technology prototypes for demonstration in field trials
      • Collaborate with CTO, PLM and engineering leaders to define and build a dynamic spectrum access solution under US automated frequency coordination rules
      • Ensure alignment with Aruba Compliance team as appropriate
  • Beyond Spectrum: Own, define and execute all aspects of Arubas policy roadmap and support HPE needs where appropriate.
    • Proactively partner with Aruba sales leadership at the national and theater levels to identify, execute and achieve policy outcomes that grow Aruba revenue opportunities
    • Monitor and respond to regulatory threats that would materially impact Arubas business (e.g. low voltage cabling rules, eligibility restrictions for government-funded digital infrastructure purchasing programs)
    • Advise and assist HPE Corporate Affairs as appropriate/requested
    • Advise and assist HPE Communications Technology Group (CTG) in advocacy related to 5G, OpenRAN and other relevant matters as appropriate/requested

Required Qualifications:

  • 5+ years in a senior leadership role driving radio regulatory work with national spectrum regulators worldwide across multiple rulemakings (FCC / UK Ofcom / ANFR / BNetzA / MIC / ACMA / ITU / etc.)
    • Excellent working knowledge of unlicensed and licensed spectrum allocations and rules for RLANs in key countries/regions (accounting for 10% or more of Aruba revenue)
  • 5+ years playing an active leadership role in major wireless standards development organizations (WFA / WBA / IEEE / OnGo Alliance / WinnForum / 3GPP / ETSI / DSA / etc.)
    • Strong understanding and knowledge of LAN/WAN/IP networking and cloud technologies
    • Demonstrated operational understanding of PHY and MAC layers of 802.11 and 802.15; ideal candidate also understands GSM or LTE system and RAN architecture
  • Experience working with and/or managing outside communications law firms, political consultants, public relations firms, and RF engineering consultants
  • Experience testifying before legislative and/or spectrum regulatory bodies
  • Experience with and understanding of market positions, strategies, behaviors, strengths and weaknesses of major radio silicon vendors and network operators
  • Able to lead distributed virtual teams across international time zones and multiple organizations
  • Excellent analytical skills, ability to drive initiatives and programs with vague initial definition
  • Great problem solver, must be able to multi-task, be process-minded and detail oriented
  • Strong work ethic, can do/will do attitude
